Most of the Search Engine now factor link popularity into their relevancy algorithms. As a result, linking to relevant content sites can get you higher Search Engine rankings. You cannot get high rankings by submitting your site to directories which contain thousands of linked pages. Because one or another, all links are of different content.

- A consistent ongoing campaign of link exchanging is vital to your success. Its not like you only keep on building link volume, but keep an eye on already linked pages to your site. Keeping them fresh and up to date.
- Use keywords and keyword phrases in the link text which you wanted to be ranked for. Links to your site with ‘click here’, ‘please visit our sponsor’, ‘check this out’ or similar phrases can lower your ranking.
- Do not get links from link exchange sites and link farms. Link farms are networks of heavily cross-linked pages on one or more sites, with the sole intention of improving the link popularity of those pages and sites. All of the major search engines consider such links as Spam, so stay clear of these types of links.
- Before approving a link exchange partner, consider checking the place where your link will be posted on their site. If it’s posted like in the middle of no-where page or just say at some place which is almost impossible for a human to see. You may want to reconsider accepting the link exchange.
- You should not overcrowd your Website in the quest of getting more and more links. Quality should not be sacrificed at the cost of quantity.

I find that (as you say) quality links from websites with nice content will do better than links from directories and the similar. I suppose it’s all to do with the other sites ranking, yes?

About your question, Yes. Much of it depends on other site’s ranking but not to be neglected, Content should be relevant to your Website too.
